Senior planner James Randolph presented the applications (rezoning 26-0121 and use permit 26-0122), saying staff and the Planning Commission recommended approval with proffered development standards and conditions that cover setbacks, elevations, landscape design and code compliance. Randolph said the proposal would convert the building to 41 one‑bedroom apartments with unit sizes ranging from about 576 to 621 square feet and identified available on‑street parking in the vicinity.
The applicant, Adrian Mora, spoke at the public hearing. "I've already invested $50,000. That's my own money... I am willing to invest an additional $150,000 to complete this project," Mora said, describing security improvements, facade repairs and plans for a front porch that matches neighborhood character. One member of the public attended the community meeting and expressed concern about limited on‑street parking during events.
Council moved, seconded and approved the rezoning and use permit by roll call. The approvals are tied to the conditions and proffers recommended by staff and the Planning Commission.
