Council adopts FY2026–27 CDBG and HOME action plan after HUD allocation update

City Council on May 13 adopted the city’s FY2026–27 Annual Action Plan for federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program funding, a staff presentation and vote that will send the plan to the U.S. Department of Housing and Urban Development before the May 15 submission deadline.
Travis Rash, the city’s CDBG coordinator, told council the total HUD allocation is $1,389,837. He said the allocation includes $904,961 for CDBG with $40,000 in anticipated program income and $484,876 for HOME with $50,000 in anticipated program income. “This year’s allocations reflect a $7,463 increase in CDBG and a slight reduction of $4,267 in HOME funds,” Rash said, and described proposed activities that include housing services, homeowner rehabilitation, home-buyer assistance, CHDO funding, planning and administration, and code enforcement.
Rash noted the homeowner rehabilitation line saw a funding decrease but said the goal for that activity was not reduced. Councilwoman asked about federal proposals to eliminate CDBG and HOME; Rash said the programs’ removal has appeared in presidential budgets but funding ultimately is set by Congress and the city has not seen changes in recent allocations.
Council voted by roll call to adopt the annual action plan as presented. The adoption authorizes forwarding the plan to HUD and implements the allocation and activity goals described by staff.
