Rob explained the council‑initiated draft code amendment that would allow barbed wire or similar security measures on top of fences in specified RTI industrial overlay areas, responding to a prior development agreement request that required a development agreement to secure the same result. Rob emphasized the change is narrowly tailored to industrial zones and is not meant to expand the allowance into residential or other zones. He acknowledged minor drafting errors in the exhibit that staff will correct before the item goes to council.
Commissioners discussed whether to include height or strand limits in the text; staff said typical industry practice would dictate the type of concertina wire and that the commission or council could add tighter specifications if desired. The commission voted 3‑0 to forward a positive recommendation with scrivener edits.
