Council approves response to Solano County grand jury on K-9 policies; chief explains post-retirement practice

Council reviewed the City's formal response to the Solano County grand jury report on K-9 training, handling and end-of-career policies. Vice Mayor Scott and other council members pressed the police chief about whether retired canines receive post-retirement medical coverage and whether the city should provide additional support.
Police Chief (S11) explained current practice: the handler may purchase a retiring K-9 for $1 and, after transfer, the city places liability and post-retirement medical responsibility on the handler. The chief said the city has not had major K-9 injuries and noted departments commonly transfer responsibility to handlers; he said staff would consider fundraising or other options if a retiring animal had catastrophic injuries.
Vice Mayor Scott characterized the grand jury recommendation as reasonable and pressed why the city's written response declined to implement some suggested benefits. The chief said retired officers may purchase medical coverage after retirement and that no citywide canine-retirement insurance program currently exists.
The council voted to approve the drafted response to the grand jury; Vice Mayor Scott recorded a "no" vote while the motion carried.
