David Salazar, the city’s assistant engineer, presented revisions to the Transportation Master Plan and the impact fee assumptions that prioritize several corridor and intersection changes across Eagle Mountain. Salazar said the updates include revising project priorities, adding a warranted connection to Saratoga Springs via Silver Lake Parkway (signal warrants and roundabout removal), reclassifying Lake Mountain Corridor after UDOT accepted the facility, and removing raised medians from several arterial cross sections to improve emergency access and turning flexibility. "We revised some road sections, level of service mapping...and project costs," Salazar said during the presentation.
A substantial portion of the discussion focused on Ranches Parkway. Salazar described a two‑phase approach: Phase 1 would remove the wide raised medians, add travel lanes including a center turn lane and two new signals, widen intersections including dual-lefts at Pony Express/Ranches, and improve pedestrian crossing; Phase 2 would add shoulders and utility capacity when a sewer trunk requires it (a 5–10 year timeframe). Salazar said the project was tentatively awarded $11,800,000 through MAG’s TIP selection for the phase‑1 work and that the city would seek cash‑flowing options to accelerate construction. The commission voted 4‑0 to forward a recommendation to City Council with minor edits.
