Members said much of the draft is boilerplate adapted from a regional template and requested further edits so the policy fits town practices; the board agreed to continue work before formally adopting the policy.
The debate focused on comp time versus overtime pay and on administrative tracking. Staff explained the draft favors paying out overtime rather than allowing indefinite comp-time accrual and proposed that "comp time must be used within 6 months after it's accrued." Board members voiced concerns about how accruals would be tracked in the current payroll system and whether a cap or automatic payout at a threshold (for example, an 80-hour carryover limit) would make enforcement easier. The board asked staff to refine the language, consult with highway crew members about operational needs, and return with a revised draft for a future meeting.
