Council upholds revocation of short-term rental permit at 317 Woodside Drive

Hampton City Council on May 27 voted to uphold the zoning-administratorpermit revocation for a short-term rental at 317 Woodside Drive after staff documented repeated violations of approved operational conditions.

Staff said the property exceeded the approved overnight and daytime occupancy limits on multiple dates and failed to comply with the city's noise ordinance. "Staff recommends that city council uphold the revocation of the zoning administrator permit based on the documented repeated violations of approved operational conditions with the short term rental use at 317 Woodside Drive," staff told council during the public hearing.

The permit holder, Angela Evans, told council she and the listed owner, James Jordan, have posted house rules in the property, screened bookings and removed the listing from at least one platform after problematic bookings. "We do take these rules seriously," Evans said while presenting a packet of house rules, platform screenshots and call logs. She also said she did not receive timely notice from the city for two earlier incidents and has paid for police-call records she has not yet received.

Council members questioned why Hampton Police Division response and notification procedures did not reach the permit holder in all instances. HPD representatives confirmed officers responded to the listed dates, including an entry on June 14 in which officers counted 16 people inside after 10 p.m., which staff said exceeded the overnight limit.

After brief discussion the council closed the hearing, moved to affirm the revocation and carried the motion on a roll-call vote.
