Brooks County Commissioners' Court tables 911 subsidy increase, finds misposted CDs during budget review

Brooks County Judge Eric Ramos opened a special term of the Commissioners' Court on May 15, 2025, at 9:02 a.m. and led the Pledge of Allegiance. The court considered a variety of items, including a proposed increase to the City of Falfurrias' 911 subsidy, a review of county revenue and expenditures for fiscal year 2024–25, and personnel matters discussed in executive session.
During a budget review, Judge Ramos said the county currently had $781,452 cash on hand and a certificate of deposit of $500,000. Staff preparing for the annual audit discovered that two certificates of deposit — $250,000 and $225,000 — previously recorded to the Road and Bridge fund had been entered into the General Fund. Ramos said that with restrained monthly spending (the court reviewed an approximate 8% monthly spending rate) and a few adjustments, the county should remain in the black by the end of the budget year.
On a separate agenda item, Katy Salinas in human resources noted that a line in the 911 budget that pays for supplies may need to be separated for 911 addressing vs. indigent services. Commissioners discussed raising the subsidy (a figure of $10,000 had been discussed at a prior meeting) but ultimately agreed to table the proposal. Commissioner Aaron Trevino moved to table the item; Commissioner Nora Salinas seconded and the motion passed by unanimous roll-call vote.
The court recessed into an executive session at 9:34 a.m. to discuss personnel matters and returned to open session at 10:35 a.m. No personnel actions were taken under the employment items listed on the agenda. The special term was adjourned following a unanimous motion to adjourn.
