Council moves $2.5M renovation to parks proposition, adds specific park language

During the bond work session on July 28, council members directed staff to move $2.5 million from the Public Works proposition into the parks proposition to pay for renovating the current Public Works building into a Parks Building. Bond counsel explained that each proposition should have a single stated purpose, which was the reason staff proposed moving the renovation dollars into parks.
Council also requested specific callouts for four parks (Founders, Community, East Fork and Avalon parks) and to include language allowing renovation of a building to serve parks and recreation functions. Councilman Todd Pickens and others supported adding explicit language so voters see the intended use. Bond counsel suggested wording that would list the parks, improvements (lighting, parking, fields) and then add a clause for renovation of the facilities building at the end of the parks proposition.
Staff and bond counsel will incorporate the specific language and dollar shift into the revised draft of the propositions and Exhibit C before returning to council.
