Wylie council narrows bond package, sets project list and dollar caps for upcoming election

The Wylie City Council on July 28 directed staff and bond counsel to revise bond propositions and set preliminary dollar caps and project language ahead of a possible August election window.
Council members spent the bulk of a work session reviewing two draft proposition versions. Bond counsel Bob Dransfield told the council the language on the ballot functions as a maximum parameter, not a binding maturity commitment to voters: “the paragraph proposition that you're looking at is a parameter not to exceed parameter.” The council used that guidance when deciding how specific to be about project locations and dollar amounts.
Council agreed to restrict the streets called out in Proposition A to the Wylie Downtown Historic District and Ballard/Saxe Road rather than leaving the language broadly permissive. Members also directed moving $2.5 million from a Public Works proposition into the parks proposition to fund a planned renovation that would convert the existing Public Works building into a Parks Building, and to keep $500,000 under Public Works for other renovations.
Mayor Matthew Porter and bond counsel said staff and the financial adviser will update Exhibit C (tax‑impact calculations and issuance timing) and return a revised draft. Dransfield reminded council that, under the calendar discussed, the city could only call the election between Aug. 5 and Aug. 17, so staff must finalize wording and estimates quickly.
