State grants will cover betterment charges for three condo associations; excess to help connection fees

Town staff and Water Resources Committee members reported that state grant awards will cover the betterment charges for three condominium associations affected by the water-line extension project and that excess funds will be directed to help offset individual connection fees.
"All the betterments for those three condo associations are covered, and some of the excess actually all of the excess which is part of the connection fees, will be applied directly to those homeowners associations," Mike explained. He identified the three associations as Brook Village, Cardinal Hill and Harvard Ridge. Les Fox, chair of the Water Resources Committee, said MassDEP had circulated a schedule of proposed betterment charges and that the town expects to apply credits before billing residents.
Officials said the town itself has not yet received the grant dollars; funds will flow from MassDEP to the homeowners associations, which will remit amounts to the town to be tracked by the assessor and treasurer. Mike estimated the awards "over $2,500,000," and staff said final construction costs and exact connection fees will become clear in November or January after project completion milestones are known.
