Kurt Fisher, a planner with the Midland Valley Council of Governments, presented the council with a redlined first draft of proposed amendments to the city’s development code aimed at aligning local rules with state housing statute. Fisher said the packet contains three attachments covering definitions, dimensional standards and procedural changes and that this was the second work session on the topic. "This is our 2nd work session," Fisher said as he opened the review.
The draft adds new residential-type definitions (triflex, quadplex, cottage cluster, townhome) and moves many dimensional standards into a consolidated table, Fisher explained. He recommended retaining existing code where feasible but clarifying terms so the city can consistently implement statutory requirements. Council members repeatedly returned to parking, setback, and open-space provisions during the discussion.
Council members asked staff to clarify any inconsistent references and to return with a revised draft that reconciles the municipal code with adopted public-works and access standards. Fisher and staff said they will prepare an updated draft reflecting council direction and public-notice language ahead of the scheduled September public hearing.
