Council approves nonbinding term sheet with OCTA to study relocating transit center; residents raise fire‑response and rider concerns

The City of Newport Beach authorized staff to continue a joint study with the Orange County Transportation Authority (OCTA) examining alternatives to the existing transit center and potential relocation of the facility by 2031.
Public speakers raised concerns about emergency response and rider impacts if the transit center were moved. Walter Starn, referencing city and consultant material, said moving Fire Station 3 to the OCTA site ‘‘robs Peter to pay Paul’’ because the city would gain coverage in one neighborhood while worsening response times in East Bluff. ‘‘Why, if it doesn't improve citywide response times, why is the current council majority dead set on tearing down the OCTA station?’’ he asked.
City staff described the term sheet as nonbinding guidance for future negotiations: OCTA would evaluate other sites; the city may fund relocation, but costs and funding arrangements would be subject to further agreements and approvals. Several council members said the study underway will produce a November report; one council member said the term sheet does not materially advance the project but supports continuing the joint study. The council approved the related motion, with a series of follow‑up studies and fiscal questions to be resolved before any binding commitment.
