Council debates combining City Administrator and finance roles; budget amendment tabled

City Attorney Norton advised council that the city "needs to choose to have one or the other – a Finance Director or Clerk/Treasurer and it would be okay to combine the City Administrator position with Finance Director, but a job description would be needed." Council discussed combining positions and agreed budgeting for the role would be addressed at the budget workshop. A motion to remove the budgeted money until the position is filled was withdrawn; a subsequent motion to table the budget amendment carried unanimously.
Council also discussed planning staff needs and whether to hire an in-house planner or use an interlocal agreement. City Attorney Norton said she will draft an interlocal agreement for planner services for council consideration.
