Williamstown commissioners discuss statewide RPC review recommending 'Council of Governments' model

Chair Rich Turner briefed commissioners on a statewide assessment from the Vermont Association of Planning & Development Agencies (VAPDA) that recommends creating a 'Council of Governments' model in some places in lieu of the current Regional Planning Commission structure. "There is a Regional Planning Commission assessment statewide – from VAPDA ... They are recommending forming 'Council of Governments' instead of RPC," Turner said.
Turner said the proposal could change governance and staffing and might increase involvement by selectboard chairs or representatives in regional planning. Commissioners questioned what problem the proposal solves and whether it would improve services for towns; David Traczyk said the RPC "seems like it's trying to reinvent the wheel," while Turner responded that the changes aim to offer different services and joint outreach. The commission agreed to review the executive summary Turner offered to circulate and to discuss the issue further when CVRPC representatives visit.
