County officials report staffing steps, solar deliveries and jail population impacts

During department reports at the July 13 meeting County Auditor David Troester said interviews for the vacant Elections Coordinator position would be conducted this week.
Treasurer Dustin Johnson told the board that a legislative change effective July 1, 2026 allows certain nonresident property owners and long-term lessees to register vehicles in Iowa, and he anticipates increased workload to verify eligibility and documentation. County Engineer Todd Kinney said the first shipment of solar panels had been delivered for installation at the Secondary Roads maintenance facility and that paving work on County Road E‑50 has been substantially completed with bridge deck overlay work planned later this summer.
Sheriff Bill Greenwald reported that several community events had concluded without incident, that access to one Sheriff's Office facility is temporarily limited due to construction, and that a new testing process will be used to establish an updated eligibility list for law enforcement hiring. He told the board that "the legislative changes have increased jail populations statewide, including additional inmates housed from Scott County," and noted the county prioritizes Clinton County inmates if capacity is constrained.
