Leticia Reeves, Neighborhood Services division manager, presented staff recommendations for federal-block grant and HOME funding. She said, "70% of our funding must be used towards the LMI community," and outlined adjustments including increasing one demolition/condemnation request from $150,000 to $200,000.
Staff recommended using $306,788 for a critical repair program, producing a total CDBG allocation of $506,788. For HOME dollars, staff proposed a total pot of $360,352, with $30,000 initially designated for homebuyer assistance and an increase of the per-buyer assistance from $5,000 to $7,500 effective June 1. Reeves said the HOME funds combine single-family rehab and first-time homebuyer assistance in the same funding pool, allowing limited transfers if one activity runs short.
Board members asked clarifying questions about the small dollar differences and application contingencies; Reeves confirmed the Habitat for Humanity CHDO allocation is automatic but requires a completed application to document planned use of funds. The board moved and approved the funding package by roll call.
