Staff proposes widening pay ranges for progressive positions
Summary
Staff told council most pay ranges are set at 60% and proposed combining progressive steps (e.g., police officer levels) onto a single range, which could expand some ranges to 85% or 110% and require implementation choices about steps or percentage increases.

Staff described the city's current pay-range architecture and proposed changes for positions that currently progress through multiple steps. Currently many ranges are set at 60%, and staff said that for progressive job series (for example Police Officer PO1'PO4 or public works series) it may make sense to collapse those steps onto one continuous range.
"Right now, basically, we have a a 60% range for a police officer 1, but they're out of being a police officer 1 by the time they've been here for 2 years," the staff member said, noting that to capture progression across levels the city might need to increase the range to 85% or 110% and either add steps (18 instead of 15) or adjust percentage increases. Staff said such changes are policy-level and would be brought back for council direction after crunching numbers.
