City planner Clarissa presented the staff analysis, reporting zero responses in favor or opposition during the notification period and concluding there were "no special circumstances or site constraints related to the physical surroundings" and that the hardship "is caused by the petitioner."
Applicant Jack Hall argued the property’s existing configuration and the location of an old building make it impractical to build a 20,000‑square‑foot facility without a zero lot line, and he emphasized access and drainage issues. As he told the board, "the only way I'm gonna be able to build a 20,000 square foot building" is to obtain the variance and then pursue purchase and engineering work to address drainage.
Neighbor Gary Gresham testified he has operated a business across the street for over 30 years and warned additional development could exacerbate flooding and vehicle congestion on 5th Street: "I'm concerned about the traffic on 5th Street because it floods so badly." Board members said the application lacked a clear conceptual plan for loading docks, unresolved drainage engineering, and open operational questions; with those points unresolved, the board made a motion to deny the variance and the motion carried.
