Council approves temporary 'man camp' plan to house construction workers near Military Drive

Tim Littlejohn, director of planning and development, presented zoning case 2026-32 and a conceptual plan showing 120 five-bedroom units intended to house construction workers assigned to projects at Dyess Air Force Base. Planning and Zoning recommended approval with a condition requiring the owner to remove all units, roads and improvements five years after approval. Littlejohn said the five-year condition was a staff recommendation to planning and zoning and that extensions could be considered later.
Council members asked about the requirement to remove paved roads and parking areas as part of the five-year removal condition; staff explained those private drives would not necessarily meet city street standards and the intent was to return the site to agricultural open space if not redeveloped. The motion passed with one recorded no vote from Mayor Hurt and the remainder voting yes. Council also discussed infrastructure standards and potential reuse issues.
Next steps: property owner obligations and the five-year removal timeline will be incorporated into the planned-development conditions; any extension would require council review.
