Abilene council backs $455,000 program-management start to build a living infrastructure plan

City officials won council approval to hire a program manager to coordinate a new integrated infrastructure management program for the water utility and related domains.
Matthew Dane, director of water utilities, described a plan to move beyond periodic master plans toward a living, staff-owned digital system that tracks asset condition, prioritizes CIP and informs rate planning. The council approved an initial program-management contract of roughly $455,000 to lead a sprint (phase 1) to produce a five-year plan and tools for ongoing asset management. “This phase 1 is the bigger part of program management … there’s gonna be a lot of work done in the next 60 days,” Dane said.
Dane and staff emphasized cost controls, including clear off-ramps for consultant work and using in-house staff and AI tools to reduce long-term consultant expenditures. Staff estimated a broad program cost range of roughly $3–6 million to build out the full system but said much of the existing master-plan material can be reused. Council members pressed for clarity about how the program would inform rate-setting and when a rate recommendation could be expected; staff said the rate-model work is already underway with a target to present rate options by early spring.
The motion passed unanimously. Next steps include onboarding the program manager, beginning phase 1 deliverables, and bringing subsequent domain consultant contracts back to council as scopes are finalized.
