City planning staff presented Z2026-23 to create a planned-development district (PDD 199) allowing medium-density residential in a defined area near Nice and Caldwell Road. The applicant amended the submission after the first reading to remove Track 2 from the request; staff reported two opposition notices and recommended approval of the revised plan.
Clayton Ferro (speaker 21), representing the applicant/agent, explained Track 2 is landlocked and that the owner is willing to support a rezoning to RR-1 (rural-residential) to permit a single-family house if an access easement through an AEP transmission-line right-of-way can be obtained. Council approved Track 1 per the Planning & Zoning recommendation and agreed to rezone Track 2 to RR-1 as moved on the council floor.
