Joy Ellinger, president of the Saddle Creek Homeowners Association, told the board her association of 82 homes and 83 lot owners submitted a petition asking that Drovers Lane and Saddle Creek Road be evaluated for inclusion in the city's roadway reconstruction program. She said photographs in her packet show widespread alligator cracking, raveling, patch failures, edge deterioration, longitudinal cracking, potholes and exposed base material.
"We respectfully submit this petition requesting that Drovers Lane and Saddle Creek Road be evaluated for inclusion in the city's roadway reconstruction program," Ellinger said. She explained that while the city's maintenance crews respond to repair requests through the click-see-click fix app, the extent and severity of distress indicate the pavement sections have exceeded their effective service life and require reconstruction rather than repeated patching.
Ellinger pointed to specific photos and noted that where pavement reaches exposed base material, moisture degrades the base and leads to progressive structural failure, making ongoing spot repairs ineffective. She asked the board to place the streets on an evaluation list and return with a recommendation. The chair accepted the request and directed staff to examine the two projects and report back at a future meeting.
