Staff recommended approval to encourage commercial redevelopment and to provide a buffer between industrial zones and a manufactured‑home residential district to the north.
Commission discussion focused on process and paperwork rather than disagreement about policy; no public speakers registered on the item. The commission adopted the staff report and findings and approved the rezoning by unanimous vote.
