Brockton CFO previews tight FY28 outlook, promises 'state of the city finances' briefing

Troy Clarkson, Brockton's chief financial officer, told the accounts committee on July 30 that the city faces tighter fiscal conditions heading into fiscal 2028 and plans a detailed "state of the city finances" presentation next month that will show FY26 results and FY28 projections. "What I plan to do is to make a a very objective presentation about the numbers, of fiscal year 26 and how we finished," Clarkson said, inviting members to review materials in advance.
Clarkson walked the committee through the municipal budget calendar — beginning planning in November, issuing department guidelines in January, conducting department reviews, then final mayoral adjustments before presenting a balanced budget to council. He warned that the city's general stabilization reserve has declined and that "we use one-time revenues to meet our ongoing expenses," a practice he described as unsustainable. Chair Wynn Farwell and other councilors emphasized departmental spending oversight and suggested hiring restraints for nonessential positions to protect core services.
