Mayor Gary Bowen moved to abate the property at 405 S. Main (owner: Charles Waswo); Vice‑Mayor Steve Zeman seconded and the motion carried with Councilmember Rick Cardwell, Vice‑Mayor Zeman and Mayor Bowen voting yes. The council subsequently adopted a similar abatement for 223 S. 7th St., owner Michelle Woodson, in a separate unanimous vote.
On a third property, 311 S. Park (listed to Diamond Oasis LLC), council members initially voted to abate but then rescinded that motion and instead approved giving the owner 90 days to show progress and report back. The final recorded vote on the 90‑day measure was Cardwell – No; Zeman – Yes; Bowen – Yes. William Crowell entered the meeting during this item, according to the minutes.
