Willard City Council approved a revised Ordinance 2025-1 on Jan. 9, 2025, moving business license fees into a consolidated fee schedule to be set by administrative resolution while retaining the city’s dog-licensing requirement. The motion to approve the ordinance as amended was made by Council Member Rod Mund and seconded by Council Member Jacob Bodily; the roll-call vote was 3–1 in favor with Council Members Bodily, Mund and Christensen voting yes and Council Member Jordan Hulsey voting no.
The ordinance as presented contained two changes: one to Chapter 8 to convert business license fees into an administrative resolution and one to Chapter 16 to make dog licensing voluntary. After public comment from Jean Loveland urging the council to keep dog licensing (“licensing helps locate owners, tracks rabies vaccinations, and assists animal control efforts”), council members separated the two pieces and approved only the fee-schedule change, leaving dog licensing requirements unchanged pending further review. The council’s action transfers authority over fee amounts to an administrative schedule rather than leaving them in code; the ordinance vote and the names of movers and seconders were recorded in the council roll call.
