Dr. Jason Bartnick, presenting the draft FY26–30 capital improvement program, told council staff shifted several projects after input earlier in the year. He highlighted design‑near completion for Old Hearne Road, Woodville Road and Old Reliance Road and said South College phase work was moved up in the schedule.
Bartnick also described a shared‑use trail project in coordination with TxDOT estimated at about $1,900,000 with the city’s share roughly $400,000 and noted staff will bring a resolution or agreement for council consideration in December. He said some larger projects — including a Parallel Collector Road — were moved back in the schedule because additional planning, right‑of‑way and negotiation steps remain.
