Staff said engineers estimated waterline costs at about $1.05 million and the full project estimate was roughly $1.2 million; bids came in with differences in the way contractors allocated costs for water, sewer and streets. "The waterline is a critical part," the presenting staff member said while answering council questions about scope and optional work items.
Council asked whether optional items were included in the contract; staff confirmed the contract covers listed options and noted some contractors will subcontract road surfacing work while utility contractors perform underground work. The motion passed on roll call.
