Council updates timelines in general plan for moderate-income housing

South Ogden’s council voted to amend the general plan to update timelines for moderate-income housing strategies and to add monitoring steps under strategy 5. Staff said the strategies themselves remain unchanged; the amendment primarily pushes dated timeline entries (some reading 2024 or spring 2025) forward to 2026 and adds language to track the number of new housing units.
“Most of them said, like, spring 2025. Some of them even said 2024, and it's just updating that to say 2026,” staff explained. The staff memo also added two implementation bullets under strategy 5 to track incoming housing unit counts and to move forward with a small-area plan using a recently awarded grant.
Council members asked for clarification about which zones would allow higher-density housing under Strategy 4 (form-based code areas such as the city center core allowing apartments, and city center general allowing townhomes). Staff said more work sessions are expected as the city proceeds with implementation and potential future strategy additions were declined at this time.
The ordinance passed on a roll-call vote and staff will bring follow-up items and work-session dates as the city moves into implementation of the amended timelines.
