City staff presented Ordinance 25‑03 as a routine, long‑standing franchise renewal with Rocky Mountain Power that authorizes the utility to operate infrastructure in the city's rights‑of‑way and explains relocation procedures when the city undertakes street projects. "This is, this is just a routine franchise agreement renewal," a city presenter said.
A Rocky Mountain Power representative described how the utility notifies customers for scheduled outages: "we will contact them via phone number on on on record. We can have the robocall as well as we can do emails and text," the representative said, adding that the agreement also governs who pays for relocating assets when the city widens streets or undertakes projects. Councilors asked about neighborhood notice and outage procedures; the representative said door tags and multiple contact methods are used for scheduled work. The council approved the ordinance by roll call.
Officials said the arrangement has provided fast response during storms and helps reduce delay in restoring power when infrastructure repairs are needed.
