Council splits over town manager posting; vice mayor moves to recognize incumbents as presumptively qualified

HR Director LaDonna Snowbaker said the advertisement had attracted about 60 applicants and that she had mapped the job description to the advertisement to show changes were primarily formatting and designed to attract candidates. “As of this afternoon, we have approximately 60 qualified candidates that have applied,” Snowbaker said. Several council members argued that substantive qualifications had been added after the council reviewed the draft and that the council — as the hiring authority — should approve any changes to minimum qualifications.
The vice mayor offered an alternative motion to “recognize and accept as presumptively qualified for permanent appointment as town manager any individual who currently serves or has served as town manager or interim town manager.” The council approved the measure after discussion and roll-call votes; staff said the posting would remain open through the advertised close date and the HR office would notify applicants if the council changed qualification language.
