Proponents said the program could create unspecified town costs and require staff time or a full‑time executive director, while supporters — including the council liaison to EDAC — argued the program is largely volunteer‑driven at the base level and can provide access to grants and technical assistance with minimal municipal expense. The council directed the attorney to prepare a draft resolution for the next meeting so members can consider formal language.
