Council adds code-of-conduct review after Planning Commission gaveling incident

The Percival Town Council voted Feb. 13 to add a discussion of the town's code of conduct to the meeting agenda after members and staff raised concerns about a Planning Commission meeting where a staff member said she was given short shrift.
Council Member (transcript label 5) asked the council to "add a discussion on potential action to discuss the code of conduct and some concerning comments that were made at the last week's Planning Commission." Multiple council members described seeing a point of order ignored and staff rebuffed; Council Member Wright apologized to staff in chambers, saying, "You should not have been treated in the way you were treated, doing your job," and urged adherence to rules and courtesy. Several council members said they want staff and the town attorney to return with options to enforce the code, including clearer processes for staff to raise procedural questions during CCB meetings.
Public commenters also criticized perceived disrespect toward staff and urged transparency: Beverly Chasen told the council it should "slow down and get it right" on decision-making. The council directed staff and the town attorney to come back to a future meeting with suggested language and a path forward, and scheduled further discussion for Feb. 25.
