Resident wins appeal to keep longtime 2328 Old Bayside Road address

Martin d Jones told the Calvert County Planning Commission on Nov. 20 that he has lived at 2328 Old Bayside Road since childhood and asked the panel to deny a county-initiated address change.
“My name is Martin d Jones, and I live at 2328 Old Bayside Road,” Jones said, describing a family history on the parcel that stretches back more than a century and telling commissioners emergency responders have had no trouble finding the house. A family member added that a second house on the parcel was permitted 16 years ago and argued the county should have made any numbering change then rather than now.
Division Chief Stanley Harris of Emergency Communications told commissioners the county initiated the change as part of a larger effort to clean up GIS address data and align addresses with Next Generation 9‑1‑1 standards. “This has been a part of a larger push to clean up the GIS data within Calvert County, and it's to align the GIS data with the next generation 9 1 1 standards,” Harris said, and described roughly 50 similar address corrections made since 2021.
Commissioner Gadaway moved to grant the Joneses' appeal to keep 2328 Old Bayside Road; after a second the commission voted by voice and the chair announced, “Your appeal has been granted.” The record shows a voice vote in favor; individual roll-call tallies were not recorded in the transcript.
County staff explained they notify multiple agencies (the postal service and roughly 15 other agencies) when they change an address and that they can alias old addresses to new ones in the county CAD and GIS for emergency response, but staff also said they do not provide compensation to residents for time spent updating personal records. Jones and his supporters said the administrative burden — changing Social Security, vehicle registrations, insurance and other records — and ongoing legal issues make the change a hardship.
The commission’s action leaves the county addressing database unchanged for the Jones property; staff noted the department’s authoritative GIS and the CAD system will continue to locate the property under the existing address absent a legal change.
