Colleen Brummet, environmental planner, described a building‑permit application for the residue of Parcel 19 in Rebecca’s Field, a 19.66‑acre undeveloped parcel with frontage on Cox Road. She said the application proposes a single‑family home (~4,300 sq ft living area), a two‑car garage and a driveway. The proposed driveway grading would disturb about 2,200 square feet of slopes greater than 25 percent; the recorded plat requires Planning Commission approval for any impacts to steep slopes.
Brummet described erosion and sediment controls — directional fencing at the limit of disturbance, an earth dike near the house and on‑site stormwater management — and explained that, after Planning Commission approval, the applicant will resubmit the permit for final staff review and issuance. Commissioner Richard Gadway moved to approve the request to impact steep slopes (approval that slopes may be graded to less than 25% to provide access); the motion was seconded and approved by voice vote. The commission’s approval follows required departmental reviews noted in the permit record (health department, soil conservation, DPW engineering and cultural resources comments were listed as approved or requiring resubmittal).
