CIP update: senior activity center goes vertical, Surface Swim nears completion and multiple parks move into construction

Mark Ellinger, Parks Planning Administrator, gave the board a multi‑project capital improvement program update covering the Garland Senior Activity Center, Surface Swim, Windjoy's Park, Kingsley Park designs, John Paul Jones fishing pier revisions and trail projects.

"As we you know, the Garland Senior Activity Center, we have gone vertical with that," Ellinger said, noting cranes are visible downtown and that the contractor is addressing selective demolition tasks at the existing gymnasium. On Surface Swim, he said slide rentals are installed, the wave rider was being worked on, cabanas are being clad and building facades were underway; staff said they are rushing exterior work to avoid rain delays and are aiming for a potential end‑of‑month milestone for pool completion.

Ellinger reviewed other project statuses: Windjoy's Park contractors are mobilizing and conducting survey stakes; Kingsley Park is roughly 60–70% in design with more detail expected at the next board meeting; central trail paving is nearing completion and a final walk‑through is planned; Duck Creek Central Trail is moving through consultant revisions toward railroad coordination and tentative approvals; and James Park (Quail Creek) has erosion control installed and demolition planned ahead of playground replacement.

Board members asked about a fishing pier plan set delay and trail lengths; staff said some items require additional investigation before rebid or final construction steps. Ellinger said he would provide additional design materials and photos at future meetings.
