Recreation director asks board to recommend youth program standards of care to council

Albert Montero, the city's recreation director, told the Parks and Recreation Advisory Board that the proposed youth program "standards of care" set staff qualifications, staff‑to‑student ratios, discipline procedures, transportation rules and safety drill requirements for after‑school and summer camp programs.
"Albert Montero, recreation director," he said as he summarized the proposal and the calendar for council review. Montero said the standards let Garland operate its programs "in lieu of being licensed by the state of Texas," and that the department treats the programs as recreational rather than daycare. He told the board the city council will consider the item at an April 6 work session and the April 21 regular meeting and asked the advisory board to make a recommendation.
Board members asked clarifying questions about training, programming and which participants would be exempt from proposed fees. After questions, a member moved to recommend the standards of care and another member seconded. The chair called the vote and announced "the ayes have it," sending the board's recommendation to the council for review.
The item will next appear on the council agendas in April, where council members may discuss, amend or approve the standards before they take effect.
