Staff asked the committee to keep review, permitting and enforcement of residential carports with Building Inspections and Code Compliance rather than moving carport permits to Planning. Planner Ryan Moulke explained that this avoids adding Planning workload and relies on objective standards that Building Inspections can apply. "So folks would first go to the building official, and then if they don't like that answer, they could go to the Unified Building Standards Commission," Moulke said when outlining the appeals process.
Staff also proposed an alternative-compliance review managed by the planning director for roof-design exceptions and noted lot-size variances would continue to be decided by the Board of Adjustment. The committee agreed that objective language is necessary so that Building Inspections can consistently review and approve or deny permits without frequent discretionary appeals.
