Development Services Committee weighs tighter carport rules to protect neighborhood aesthetics

City planning staff presented a package of proposed amendments to Garland's carport rules focused on aesthetics, objective review standards and enforcement. Chairperson Margaret Lucht opened the discussion by noting the referral from a prior work session and the committee’s intent to balance neighborhood character with homeowner options. "This item was requested for referral to the development services committee by Mayor Pro Tem Margaret Luckt and seconded by council member, Carissa Dutton at the 05/19/2025 work session," Lucht said.
Planner Ryan Moulke walked the committee through standards that would apply to all carports: use limited to operable, licensed vehicles; requirement for an all-weather paved surface for both the carport footprint and access; and a stipulation that carports remain open and not be converted to living or storage space. "The entire area under a carport shall only be used to park operable and properly licensed vehicles," Moulke said while reading the proposed language. Committee members agreed on the aesthetic goal but asked staff to tighten technical definitions and ensure enforceability through Building Inspections and Code Compliance.
