Commission reallocates $1.255 million in ARPA funds to Saint Leonard water tower project

The Board of County Commissioners voted Nov. 19 to reallocate $1,255,073 in American Rescue Plan Act (ARPA) funding to the Saint Leonard Water Tower, Well and Extension capital project (CIP 196 ARPA 28).
Finance Director Chris Miller (speaker 28) and grants coordinator Mary Lehman (speaker 18) said the transfer reduces funds from the Hall Aquatic Center HVAC project and a small leftover from a Dunkirk Park stormwater project so the water tower project can be encumbered by the federal deadline. Lehman told the board that ARPA funds must be obligated or encumbered by Dec. 31, 2024 and that work must be completed by Dec. 31, 2026.
Director of Public Works/Utilities (speaker 29) explained the Saint Leonard project will add an additional 100,000 gallons of elevated storage near Saint Leonard Elementary School to improve storage and fire capacity; bids were recently received and award was expected in early December. A commissioner moved to close the record and adopt budget amendment BA 2025-000189; the motion passed on a voice vote.
