Staff says comprehensive-plan contract approved; CPAC recruitment and site visits set

City staff told the Planning and Zoning Commission that City Council approved the consultant contract on Sept. 9, the comprehensive-plan project kicked off Sept. 15, CPAC recruitment is starting, consultant site visits are planned Oct. 2–3 and adoption is targeted for the end of 2026.
City staff reported that the consultant contract for Bryan's comprehensive plan was approved by City Council on Sept. 9 and that the project officially kicked off Sept. 15. Staff said outreach for the Comprehensive Plan Advisory Committee (CPAC) and focus groups begins immediately and that consultants will make their first site visit Oct. 2–3.
"Starting today, we are going to be reaching out to individuals to gauge interest, in being on our comprehensive plan advisory committee or CPAC, as well as some focus groups," the staff presenter said. Council will nominate CPAC members at the Oct. 14 meeting, and staff expects the first CPAC meeting the week of Oct. 20. Staff said the project is in phase 1 of 5 and staff hopes to have the plan adopted by the end of 2026.
Commissioners asked about ongoing representation on related committees; staff indicated coordination between the comprehensive-plan timeline and other agenda items such as a future discussion of the TxDOT property on Texas Avenue.
