South College sequencing, Texas Avenue funding and new pedestrian projects discussed

Councilman Edge noted that South College’s next phase appears scheduled for 2030 and asked whether design and construction could be expedited; staff replied that design contracts are being procured for segments and that construction timing depends on completing design, bidding and securing funding.
Edge also reviewed recent MPO actions: he said the transportation improvement program increased funding for the Texas Avenue project from $15 million to $22 million and moved a phase from FY27 to FY28. He highlighted newly added category‑9 MPO projects including a shared‑use path along 29th Street and said: "That area along 29th Street is notorious for, not having any pedestrian facilities at all." Council members urged staff to seek benchmarks and contractual penalties where appropriate to speed delivery and to protect connectivity to new parks.
