City staff presented a notebook of ranked, unfunded capital improvement projects at the Oct. 7 Bryan City workshop and asked council to identify which projects to program for the FY2030 package. "There's approximately $25,000,000 to spend," the presenter, Dr. Barfnick, told council and proposed returning on Nov. 11 to finalize selections and adopt a resolution for the FY26–FY30 CIP.
The notebook includes slides for projects already programmed in FY26 and FY28 as well as separate lists of unfunded projects by single‑member district and project type (streets, sidewalks, special projects). Staff noted the packet includes current cost estimates, ranking, a CIP code and maps or project images for reference. Council members asked for district‑level expenditure breakdowns and options to move specific projects—Dr. Barfnick said Sadie Thomas Park’s bridge is currently funded in FY28 but could be moved up if council so directs.
Staff also flagged a sidewalk project along 29th Street (roughly $1.7 million) for inclusion in the CIP after MPO work secured about 75–80% of its funding from state and federal sources. Barfnick said staff will prepare required documentation and timelines and that council should provide any direction before the November meeting so staff can adjust the database and prepare the resolution.
