South Weber adopts citywide opt-out recycling program, authorizes 3–5 year Robinson Waste contract

The South Weber City Council voted to implement a citywide recycling program using an opt-out enrollment model and authorized staff to negotiate a three- to five-year contract with Robinson Waste.

Council member (speaker 3) described the municipal utilities committee's recommendation for an opt-out program that provides every household a recycling can, which the committee said improves participation and access to grants. Preston Lee, representing Wasatch Integrated Waste, clarified the program and grant mechanics: "If you provide the option to all of your residents, and give them the choice of opting out, then you're, you're a 100%. You'll get the grant money. You'll get our support." The council debated participation targets, opt-out windows and timing; staff recommended rolling out cans in June with the first pickups the week of June 30 and a July start, with a 30-day opt-out window (some members discussed extending that window to 45 days).

Council member (speaker 4) moved for automatic enrollment of current and new residents with a 30-day opt-out period after the program begins and to approve a contract with Robinson Waste for a negotiated three- to five-year term; an amendment clarified the contract term would be negotiated as "three to five years depending on negotiation." The motion passed by roll call.

Staff and council noted financial implications tied to participation: some discounts from transport and hauler rates depend on participation percentages and on negotiated haul rates with Robinson. Council asked staff to finalize rollout dates, opt-out notice period, and grant-application timing consistent with Wasatch Integrated's guidance.
