Todd, a city staff member, said the council is establishing the zone so the city can later negotiate a tax-abatement agreement once a prospect and terms are finalized. "So all we're doing today is just establishing the reinvestment zone, the 12.88 acre tract on the RELLIS campus," he said, and staff expects to return to council with any negotiated abatement terms at a later meeting targeted for Dec. 9. He also noted that specific prospect details are under a confidentiality agreement and that public notices will be provided when appropriate.
The designation authorizes the city to use statutory procedures under Chapter 312 to offer future tax abatements tied to reinvestment-zone property; it does not itself set abatement amounts, percentages, or other incentives. The council took no further action on incentives at the hearing.
