The City of Sidney Budget and Finance Committee voted to recommend approval of a proposed Budget Policy on Payroll and Compensation after a staff presentation on how the new policy would affect starting wages and overall payroll.
Clerk/Treasurer Chamberlin presented the policy and described why some starting wage ranges are narrow, noting those positions typically receive raises tied to certifications. She told the committee the proposed policy and its pay scales, together with a 2.9% COLA, are expected to keep the total payroll increase for FY26–27 no higher than previous years. Motion to recommend approval was made by Buxbaum and seconded by DiFonzo; voting yea were Christensen, DiFonzo and Buxbaum.
The committee agreed the policy and starting wage scales represent a step forward but will require refinement in subsequent budget processes. The recommendation now moves to the next stage of the city's budget review; formal payroll adoption will occur at the May committee meeting when the FY26–27 payroll is reviewed.
