Wetlands Agent Emily Kyle told the Inland Wetlands Commission she is preparing a draft to expand upland review-area analysis in certain parts of town, with particular focus on tributaries that connect to the Farmington River and on vernal-pool distances.
Kyle said the expansion would be targeted rather than townwide and that she will review language used by other municipalities before presenting a formal draft. Commissioners recommended pairing any change with additional mapping — including vernal-pool locations and known amphibian migration pathways — to inform future permitting decisions. No formal vote was taken; Kyle requested more time to prepare the draft language and supporting mapping.
