Avon staff, commissioners discuss checklist clarity and wetlands mapping project

During other business, Avon planning staff and commissioners reviewed Appendix C of the wetland application checklist and discussed clarifying the Site Walk Map requirement so applicants understand when maps are required or may be waived.
Planning and Community Development Specialist Emily Kyle said staff tries to be pragmatic when waiving a site-walk map for very large projects (for example, forest-management applications) but agreed with commissioners that the checklist language should explicitly allow staff to waive the map when appropriate. Vice Chair Michael Sacks asked for clearer guidance on the location of significant trees that will be removed; Kyle said typical plans show tree edges and she will clarify the checklist language to better reflect expectations.
Kyle also said an intern is scanning wetlands files (about 798 records) to compile a new draft wetlands map that should be more accurate than older paper maps. Commissioners discussed forming a subcommittee to review possible upland review-area expansions in places where special resources (rivers, vernal pools) warrant more distance than the current standard.
