City staff recommended the council approve a one-year, renewable management contract with Elite Golf Management to operate Tangle Ridge Golf Course, including the clubhouse, food and beverage, and maintenance oversight. "Elite Golf Management had the highest score and was selected by our staff to be the recommendation," said Stephen Bowles, parks fiscal and administrative division chief, describing the RFP process that drew nine responses and two final interviews.
Staff described the proposed financial structure: a $72,000 flat annual management fee with tiered incentives that could add up to $72,000 more (a $144,000 annual cap), and a $12,000 vendor contribution for small capital improvements. Under the proposal the city would receive 100% of net profits from greens, cart, range and annual-pass revenue, and 100% of net profits from pro-shop retail and food-and-beverage sales — a change from the current arrangement that returns a small percentage of gross sales to the city. Staff framed the change as increasing projected operating revenue (staff estimated current vendor revenues just under $2.2 million and a projection near $2.7 million under the new contract).
